Directed utility relocation & coordination program for ODOT Region 2, which involved:

¨ Created innovative programs & procedure systems to effectively identify, analyze & report utility conflicts involving a wide range of highly complex highway construction projects.  Was Agency authority to order utility relocation, removal & repair of facilities within public ROW.

¨ Severed as agency liaison between ODOT design disciplines, ROW, traffic operations, & construction teams to all utility groups doing business with Region 2

¨ As active design team resource member, recommended design alternatives based on SUE (Subsurface Utility Engineering) data, engineering judgment & construction experiences.  Negotiated utility construction timing strategies to best fit highway construction schedules

¨ Administered $2.0m utility reimbursement program following 23 CFR 645 & other federal, state & agency program rules, laws, policies & procedures

¨ Initiated & processed ODOT claims against private & municipal utility organizations ranging from $12k to $1.3m

¨ Processed & granted ODOT permits to utility organizations involved with highway construction projects.  Developed permit general & special provisions.  As committee co-chair,  crafted & published statewide Highway Encroachment Permit Handbook.
